Sierra Pacific Industries to clearcut and fuel break log near Twain Harte, CA and Highway 108.

THP 4-19-189 TUO (South Stan THP) Sierra Pacific Industries, 778 acres; 54% clearcut, 27% fuel break, 10% seed tree, 6% selection, 2% commercial thin, 1% rehab, misc roadside and special logging.  Ivons Creek, Johnie Gulch, Red Cloud Mine, Upper Sullivan Creek (T2N R16E Sec 3; T3N R16E Sec 13, 24, 25, 26, 34, 35; T3N R17E Sec 8, 9, 18, 19, 30).  Winter operations, high erosion hazard, steep slopes up to 75%, steep roads, landslide terrain, road failure sites, 60 road drainage work sites, impaired 303.d watershed, osprey bald eagle, goshawk, great gray owl, trees up to 150 years old. This THP is about 10 miles NE of Sonora, CA and about 2 miles NE of Twain Harte, CA by Lyons Reservoir, a popular picnicking, hiking, fishing, bicycling and horse back riding area. Sierra Pacific Industries is planning a clearcut and fuel break tractor and cable logging operation on steep and unstable slopes in ponderosa pine, sugar pine, white fir, Douglas fir and incense cedar forests at an elevation of 3,976 to 5,345 feet.  There are unstable areas adjacent to units 4295, 1903, 1789 and FB2, and a proposed road re-alignment and restoration through a road failure site along the FR 4N90 Road. Sierra Pacific Industries is planning to use and construct roads, landings and crossings during the winter period, and use 3 landings and associated roads inside class I (year round) watercourse areas.  They also are planning to construct a segment of steep road exceeding 18% to access unit FB22, construct a segment of steep road exceeding 20% to access unit 4208, and construct several segments of steep roads exceeding 16% to access units 4297, 4147 and FB17.  60 road drainage sites are planned for work including rocking, dip construction, ditch cleaning, culvert repair/replacement and restoration of washed out crossings.  There are 2 goshawk territories including; a goshawk nest .6 miles SW of the nearest harvest unit in section 27, and a goshawk nest 700 feet SW of the nearest harvest unit in section 26.  Two osprey nests are located within the THP area including; an osprey nest on PG&E land east of Lyons Dam, and an osprey nest on USFS land on the north side of the South Fork of the Stanislaus River (.5 miles SW of Lyons Dam).  A bald eagle nest is located within 1,600 feet of the nearest harvest unit in section 18, and potential great gray owl habitat exists at Rushing Meadow within the THP area. Stebbins desert parsley was found adjacent to units 3888 and 5230, yellowlip pansy monkey flower was found within and adjacent to unit FB 20, threebract onion was found adjacent to unit 5230, and Fresno mat was found near units 4165, 1897 and FB9.  There are 11 CA spotted owl nesting territories within 1.3 miles of the THP area.
