Sierra Pacific Industries to clearcut log by Downieville, CA and Highway 49.

THP 2-20-060 SIE (Shawn THP) Sierra Pacific Industries, 444 acres; 59% clearcut, 28% commercial thin, 5% selection, 5% no-harvest, 2% sanitation salvage, 1% roadside logging.  Jim Crow Creek, Ladies Canyon, Pauley Creek (MD: T20N R10E Sec 25; T20N R11E Sec 19, 21, 29, 31).  Winter operations, high erosion hazard, steep slopes up to 70%, steep roads, landslide terrain, road failure sites, 26 road drainage work sites, oversized units, impaired 303.d watershed, east yuba roadless area, herbicides, CA spotted owl, northern goshawk, scattered large trees. This THP is about a mile east of Downieville, CA, just north of Highway 49 and south of the East Yuba Roadless Area (sections 19 and 21 are adjacent) at an elevation of  3,780 to 5,680 feet.  Sierra Pacific Industries is planning a mostly clearcut tractor and cable logging operation on steep and unstable slopes in ponderosa pine, sugar pine, incense cedar, white fir and Douglas fir forests. There are 6 landslide terrain sites in the THP area including; a fill failure off a road from a clearcut unit in section 29, an unstable area above a road in section 29, a skid trail failure in section 29, an old slide off a forest service road in section 29, a road that is slumping and cracking in section 31, and a road with a fill failure in section 31. Sierra Pacific Industries is planning to use ground based equipment on slopes between 50% and 65% with a moderate erosion hazard, and use ground based equipment on steep slopes over 65% in multiple tractor and tether units. They also are planning to re-construct a road inside a class III (intermittent) watercourse area in unit 29-0610, and construct a 200 foot segment of steep road on slopes over 65% in section 25, and construct a 300 foot segment of steep road on slopes over 65% in section 29.  26 road drainage sites are planned for work including rocking, dip construction, ditch cleaning and culvert repair/replacement.  There is a northern goshawk territory within .4 miles of the THP area in section 30, and 2 CA spotted owl territories within .74 miles of the nearest THP unit in sections 29 and 32.
